The software that enables you to do this is called irRemote and was developed for the Symbian OS S60—the operating system used by many of the Nokia N series. The software costs around £15 and can be downloaded from mobile phone software sites. You can also download a free version from the irRemote site. Your phone will also need to have a built-in infrared port to enable it to operate as a TV remote.
You use a USB connection or Bluetooth to install the software. When this is done you run the program and you will be given a list of remote uses such as AC units, Amplifiers, CD / DVD players, other HiFi components, Home Theatre systems, Satellite receivers, TVs, Videos, etc. The software connects to the makers database that has settings for loads of different makes.
Find the make and model of your equipment from the list and download, when it's done just choose the relevant model and point the IR port towards the TV or other equipment and use the keys shown on the screen.
